The utilization of port shorelines is intensive and efficient, with a more distinct focus on concentrated and contiguous development. The efficiency of collection and distribution has been significantly improved, and the berthing time of Xiamen Port's ocean going vessels has remained among the top five major ports in the world. Recently, the Fujian Provincial Department of Transport and four other departments issued the "Implementation Plan for Deepening Port Resource Integration and Effectively Reducing Port and Shipping Logistics Costs in Fujian Province" (referred to as the "Plan"), providing strong support for the construction of a strong maritime province and a demonstration zone for integrated development across the Taiwan Strait.

 

According to the plan, by the end of 2025, the container sea rail intermodal transportation volume in Fujian will achieve an average annual growth rate of 15%. The phenomenon of homogeneous competition within port operators has significantly improved, and the professional integration of container and bulk cargo businesses has been basically completed, further highlighting the leading role of the industry. The level of facilitation of customs clearance at ports has significantly improved, and the "combination port" of Xiaquan Port has initially formed.

 

Deepen the development pattern of "one main and two auxiliary" containers

Ports are the hub nodes for building a new development pattern of services, and also an important guarantee for overall development and security. Fujian has a mainland coastline of 3752 kilometers, accounting for about one sixth of the country's total. The province's planned natural coastline for port construction is 386.2 kilometers, including 257.9 kilometers of natural coastline with a capacity of over 10000 tons. Over 40 kilometers of coastline can be used to build super large deep-water berths with a capacity of over 200000 tons. The deep-water port coastline resources rank among the top in the country.

 

The "Plan" proposes to fully implement the "Six Adherences and Six Advancements", focus on 16 key tasks, deepen the integration of resources in port shoreline, business, market, administration, and collection and distribution, promote cost reduction, quality improvement, and efficiency enhancement in the port logistics industry, enhance port competitiveness, and promote the high-quality development of Fujian Port and Shipping.

 

Fujian adheres to the concept of a province wide strategy and promotes the rational optimization of port division of labor. Deepen the development pattern of "one main and two auxiliary" containers, further consolidate and enhance the position of Xiamen Port as an international container hub port, and form a container transportation system layout with Xiamen Port as the main hub, Fuzhou Port and Quanzhou Port as auxiliary, division of labor and cooperation, and staggered development.

 

Xiamen Port actively expands the functions of Xiang'an Port Area and comprehensively enhances the container throughput capacity based on the international container mainline port area in Haicang Port Area; Jiangyin Port Area is developing container dry and branch transportation reasonably on the basis of consolidating existing routes; Dongdu Port Area, Quanzhou Bay Port Area, and Zhaoyin Port Area will develop near ocean routes and internal branch transportation.

 

The "Plan" proposes to consolidate the development trend of "two ports as the main" for bulk cargo, and to build the Luoyu operation area of Meizhou Bay Port and the Kemen operation area of Fuzhou Port into important ports for energy and mineral imports and bulk cargo unloading, transit, reserve and processing bases along the southeast coast. Attract large ore traders and mining groups to establish important logistics nodes for mineral resources such as Brazil and Australia in Fujian.

 

Strengthen the development pattern of "two bases and one special zone" for oil and chemical industry, focus on building two major liquid bulk cargo loading and unloading reserve bases on the south and north banks of Meizhou Bay and Gulei Port Area of Xiamen Port, as well as a chemical new material loading and unloading special zone in Jiangyin Port Area of Fuzhou Port, enhance the ability of oil and chemical unloading, storage and transportation support, and serve large-scale refining projects in Meizhou Bay and Gulei Petrochemical Base.

 

Integrated+Differentiated Operations Collaborative Development

As a hub facility, ports involve multiple points, long lines, and a wide range of areas. The deep integration of port resources across departments, businesses, and systems is a key factor in achieving high-quality development.

 

The Plan requires adhering to the principles of government guidance and market operation, and continuously deepening the integration of port assets.

On the one hand, we need to accelerate the internal professional integration of state-owned leading port enterprises. The main port operators in Fujian will leverage the platform role of listed companies, using listed equity as a link, to implement internal specialized integration of container, dry bulk, tugboat, logistics and other businesses, realizing the "integrated+differentiated" operation of the seven regional port platform companies under the group, driving the coordinated development of coastal ports in the province, and efficiently utilizing resources.

 

On the other hand, we need to promote the integration of state-owned port assets in Fujian Province and promote the integrated operation of port enterprises of different natures. Fujian will use state-owned leading port enterprises as a platform to promote further integration of state-owned assets into state-owned port enterprises with different management levels within the province, improve the level of intensive operation, and prevent vicious competition in the form of "internal competition"; Support state-owned port enterprises to engage in fair cooperation with central enterprises, foreign-funded enterprises, and private port enterprises through equity swaps, strategic coordination, leasing operations, and other means, to achieve "diversified equity and integrated operation" and further enhance the integration level of port operation and management in the province.

Reducing logistics costs cannot be achieved without high-quality services provided by ports. The high-quality development of logistics has also created new opportunities and put forward new requirements for the development of ports.

 

Fujian will adhere to the dual efforts of land and sea, and promote the continuous improvement of port radiation. Actively strive for airlines to develop Fujian ports into transit hub ports, promote coordinated development of port and shipping, and support the promotion of port expansion and strength. At the same time, we will leverage the role of port operators in expanding the hinterland, strengthen joint ventures and cooperation with railway departments, establish provincial-level multimodal transport platform companies, form a hinterland expansion community, actively invest in inland areas, increase the layout of business outlets, attract more inland enterprises to build enclave ports in Fujian, build a solid platform for logistics cooperation between ports and inland areas, strengthen transportation organization, and accelerate the promotion of multimodal transport "one order system" and "one box system".

 

Building a Port Logistics Information Platform

Fujian will accelerate the construction of port evacuation railways such as Kemen, Zhangwan, Panasonic, and Gangwei, as well as the Fuzhou Port Rear Railway Passage project, to solve the problem of the "last mile" of port evacuation railways and poor connection between mainline railways, fully leverage the role of mainline railway logistics channels, and enhance the efficiency and guarantee capacity of port collection and transportation; Optimize and improve the system and mechanism for the construction and maintenance of public waterways, accelerate the construction of deep-water channels, breakwaters, etc., and continuously improve the conditions of important harbor access channels; Upgrade the level of the main channel of the Minjiang River, restore normal navigation of the Nanping Sanming channel, and build a river sea intermodal transportation channel based on the high-level channel of the Minjiang River.

 

Starting from the integration of ports, Fujian will leverage technology to empower and optimize the comprehensive service capabilities of ports.

The Plan proposes to build a "Fujian Port Logistics Information Platform", promote digitalization of shipping trade, expand the application scope of electronic cargo release and electronic bill of lading, and effectively reduce labor and document costs; Optimize and improve the port operation process, promote the "ship side direct lifting" and "arrival direct loading" operation modes; Guide shipping companies to expand the scale of their branch line fleets, launch more high-quality routes such as "blue highways" and "coastal shuttle", create a provincial domestic and foreign trade branch line operation platform, open branch line "four fixed" routes (fixed starting and ending stations, fixed passing routes, fixed schedules, and fixed transportation times), and improve the turnover rate, container load rate, and intermediate transfer efficiency of branch line ships.

 

According to the plan, Fujian will further improve and enhance the level of port services. Pilot implementation of the "departure confirmation" mode for import transfer in Fuxia Customs District has changed the customs transfer procedures and port operations from "serial" to "parallel". Enterprises can declare transfer without confirming domestic transportation vehicles, improving the flexibility of branch line ship operations. Pilot the implementation of a new mode of multimodal transport supervision, optimize the process of water to water transfer supervision, promote the sharing of port codes among ports in different customs areas along the coast and inland rivers of Fujian, and enable the free flow of goods directly between ports through waterway transfer.

 

The Plan specifies to strengthen the construction of supporting docks for port related industries and ensure the transportation needs of raw materials and finished products for port related industries. Various regions will establish a coordinated mechanism for the development of port industry linkage, systematically formulate development plans for port related industries, fully connect with port planning, and gradually form a pattern of port industry linkage development of "using ports to drive production and using production to promote ports"; Introduce industry leading enterprises to invest in port related industries, improve the upstream and downstream industrial chains, and form a cluster effect of port related industries.
