SVHC test of substances of great concern

SVHC detection refers to the detection of the content of substances controlled by SVHC in reach regulation. It is a method to analyze the existence and content of SVHC in products by means of chemical analysis. REACH regulations control a wide range of products, including electronic and electrical products, chemicals, etc., and only a few products are not within reach's control range. For enterprises, an in-depth understanding of the corresponding requirements of reach is the basis for enterprises to take targeted control measures.

The candidate list in Annex XIV of reach regulation is the SVHC list. Manufacturers or importers who meet certain requirements shall notify ECHA of SVHC, otherwise products will be prohibited from entering the EU market. Detection is only a means to analyze the existence of SVHC in products, but it is not a mandatory requirement of REACH regulations; Testing and compliance evaluation reports, institutions with laboratory qualifications can well complete the whole reach service, not just testing. The CNAs certificate issued by the National Laboratory Accreditation Commission is an important basis for measuring an enterprise's reach ability. CNAs certificate proves that a laboratory is managed in accordance with ISO17025, which is currently recognized by 58 countries in the world.

Notification object

The candidate list in Annex XIV of the reach regulation is the SVHC list. The reach regulation stipulates that the manufacturer or importer of substances of high concern (SVHC) that meet the following two conditions should notify ECHA:

● the total content of SVHC substance in the article exceeds 1t/y/ manufacturer or importer;

● the total content of SVHC substance in the article exceeds 0.1% by mass fraction.

Reason for notification

Why SVHC notification

The European Union implements REACH regulations on products circulating in China. Products within the EU must fulfill the obligations of REACH regulations before they can be legally produced or imported. Countries have adopted strict supervision and punishment measures for REACH legislation. EU customs can conduct reach compliance review. If you violate REACH regulations, you will face product recall, fines and even imprisonment.

Responsibilities and obligations of enterprises

·When selling as a substance, SDS (safety data sheet) needs to be provided to downstream users.

·As a substance in the mixture (preparation), when the content of this substance is ≥ 0.1%, SDS needs to be provided to downstream users.

·When the mass percentage of SVHC in the article is more than 0.1%, sufficient information available, including the name and content of the substance, must be provided free of charge to the recipient of the article or at the request of the consumer within 45 days.

·If the concentration of SVHC listed before December 1, 2010 exceeds 0.1% and the total amount is greater than 1 ton / year, the obligation to notify ECHA must be completed on June 1, 2011. SVHC listed after December 1, 2010 must complete the notification within 6 months after listing if it meets the notification conditions
