China RoHS testing and certification

As the first step of environmental protection in the electronic and electrical industry, ROHS has become the most basic entry threshold for electronic and electrical products to enter the global market

On May 18, 2010, CNCA and the Ministry of industry and information technology jointly formulated and issued the implementation opinions on the national unified implementation of voluntary certification for pollution control of electronic information products (hereinafter referred to as the Implementation Opinions), which serves as the basis for the state to organize, implement, supervise and manage the national promotion of pollution control certification activities. In July, 2011, CNCA and the Ministry of industry and information technology jointly issued the catalogue of voluntary certification for pollution control of electronic information products (the first batch), the exceptional requirements for the application of restricted substances in the national promotion of pollution control certification, and the implementation rules for voluntary certification for pollution control of electronic information products (No.: cnca-rohs-0101:2011). According to the relevant provisions of the certification implementation rules, guotui pollution control certification is based on the limit values and disassembly requirements specified in gb/t26572-2011 "limit requirements for restricted substances in electronic and electrical products" and the detection methods specified in gb/t26125-2011 "determination of six restricted substances (lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers) in electronic and electrical products".


On January 6, 2016, the Ministry of industry and information technology of China published on its official website the "administrative measures for the restriction of the use of hazardous substances in electrical and electronic products" jointly signed by the Ministry of industry and information technology, the Reform Commission, the Ministry of science and technology, the Ministry of finance, the Ministry of environmental protection, the Ministry of Commerce, the General Administration of customs and the General Administration of quality supervision, inspection and quarantine, which attracted widespread attention from domestic and foreign electrical and electronic product manufacturers. We call it China rohs2.0, and it has been officially implemented since July 1st, 2016. It replaces the previously implemented administrative measures for pollution control of electronic information products, requiring all electrical and electronic products to be correctly identified according to the content of hazardous substances, posing a higher challenge to electronic manufacturing enterprises in fulfilling their social responsibilities.

On March 12, 2018, the Ministry of industry and information technology issued the catalogue for the administration of the use of hazardous substances in electrical and electronic products (the first batch) (hereinafter referred to as the catalogue for the administration of compliance (the first batch)) and the list of exceptions to the application of restricted substances in the catalogue for the administration of compliance. The production enterprises of the products in the catalogue need to meet the limit requirements of hazardous substances from March 12, 2019. On May 16, 2019, the State Administration of market supervision and the Ministry of industry and information technology jointly issued the implementation arrangement of the conformity assessment system for the restricted use of hazardous substances in electrical and electronic products (hereinafter referred to as the implementation arrangement). From November 1, 2019, the products listed in the compliance Management Catalogue (the first batch) that leave the factory and are imported must meet the requirements of the implementation arrangement.

The essence of China RoHS / national RoHS pollution control certification is a conformity assessment activity that proves the effectiveness of measures taken to reduce or eliminate six toxic and harmful substances or elements contained in electronic information products according to standards. The regulated hazardous substances mainly include lead (PB), mercury (Hg), cadmium (CD), hexavalent chromium (VI), polybrominated biphenyls (PBBs), polybrominated diphenyl ethers (PBDEs), etc. the limit of cadmium removal is 100ppm (1ppm=1 × 106), the limit value of other harmful substances is 1000ppm.
