According to the relevant decree requirements of the pre export compliance assessment program PVOC implemented by Kenya Bureau of standards kebs, all imported goods under the control directory must be accompanied by a certificate of conformity (COC) when customs clearance, to prove that the imported products comply with the relevant technical regulations and standards of Kenya.

Service content:

Kenya Bureau of standards (kebs) is the statutory body of the Kenyan government, which is responsible for formulating and implementing standards for imported and domestic products for the Kenyan market. For many years, kebs has been undertaking the compliance assessment of local products and imported products. However, the inspection of imported goods was previously limited to the arrival of goods at the port, which not only led to the delay of goods entering the port, but also for unqualified products, kebs had to return them or destroy them in a way that did not pollute the environment and bear additional losses.

In order to curb these problems, kebs began to implement the pre export verification of conformity to standards (PVOC) program on September 29, 2005. This is a conformity assessment and verification procedure for specific commodities applicable to all exporting countries to ensure that the quality of imported products, the health and safety of Kenyan people and environmental protection comply with Kenya's technical regulations and mandatory standards or approved equivalent standards.

PVOC includes the following key elements:

Basic procedure

In order to provide importers with maximum flexibility, the program of PVOC (pre export verification of conformity) has designed three inspection methods to obtain the certificate of conformity (COC). The choice depends on how often the exporter ships to Kenya and its ability to maintain the quality level at the time of the initial application for certification.

Apply for inspection

Kenya Bureau of standards (kebs) will send the data of the import declaration form (IDF) filled by the importer to the PVOC inspection actuator in the supplier's country in electronic form. The PVOC inspection execution agency will contact the exporter and provide him with the inspection application form (RFC). The exporter must complete the application form and send it to the relevant inspection execution agency together with the proforma invoice, and provide information about the date and place of inspection. If possible, the exporter shall provide a copy of the test report and registration certificate (or license) when transmitting the RFC form.

Determine the inspection method

The PVOC inspection actuator will review the RFC and the attached documents and confirm the appropriate inspection methods and standards.

Product testing

After confirming the integrity of the documents provided by the applicant, the PVOC inspection actuator will arrange product sampling and testing before the shipment date, and the testing will be carried out by an authorized or iso/iec 17025 accredited laboratory. Exporters should wait for the test results before shipment.

If the exporter wants to provide the test certificate by himself, the certificate must come from a laboratory with iso/iec system or other recognized laboratory. The exporter is obliged to arrange the staff of PVOC inspection execution agency to witness the test according to the requirements of the inspection agency. The test report shall be submitted to the PVOC inspection actuator together with a copy of the laboratory approval. The test report must clearly indicate that the goods will be shipped to Kenya.

Field inspection

The inspection execution agency will contact the inspection applicant and agree on the time and place of goods inspection. Sensory inspection is usually used to verify whether the goods meet the relevant requirements and ensure that the goods are consistent with the products previously sampled and submitted to the laboratory for testing. If necessary, test samples can be taken during the inspection process for testing. However, in this case, the exporter should wait for the test results before shipping.

The exporter should submit the final invoice to the PVOC inspection execution agency as soon as possible after the inspection. The PVOC inspection actuator will conduct the final review of all inspection and inspection reports and issue COC (certificate of conformity) or NCR (certificate of non conformity). The inspection execution agency will point out all corrective measures before issuing the certificate. COC certificate will be issued only after the difference is corrected.

Inspection rate:

The cost of applying for PVOC conformity assessment depends on the application method, the value of the goods and other factors. The exporter or manufacturer shall pay in advance to the PVOC certification authority. The specific rate of each shipment is as follows:

1、 Inspection / testing fee

Method a: 0.60% of FOB value of goods shipped, minimum fee: usd265

Method B: 0.55% of FOB value of goods shipped, minimum fee: usd265

Method C: 0.35% of FOB value of goods shipped, minimum fee: usd265

Laboratory testing fee: according to different products and testing requirements (applicable standards), each inspection instruction is quoted separately

2、 Registration and license fees:

Registration fee:

The basic registration fee is usd375. You can apply for up to 15 product specifications at a time. For more than 15 product specifications, an additional USD20 will be charged for each additional item, and a registration certificate will be issued

The registration fee for modifying / adding products is at least USD40 (including two products), and more than two products plus USD20 for each

1. Requirements for container supervision and sealing

If possible, the whole box of goods shipped shall be sealed during the inspection. The exporter must inform the inspector about the packing arrangement of the container in advance, and the inspection will be arranged on the same day as the packing of the container.

2. Label and storage period requirements

Labels on all goods packages shall include English and / or Swahili. Packaged goods (such as food, chemicals, cosmetics, and similar goods) should state the production batch number and expiration date and / or production date. The remaining shelf life of all goods when they are expected to arrive in Kenya shall be greater than 75% of the marked shelf life.

3. Counterfeit goods / counterfeits

Any counterfeit goods / fakes are prohibited from import. Even if the counterfeit goods / fakes meet the relevant standards, they cannot obtain the certificate of conformity (COC) of the products. Before the issuance of COC certificate, the exporter is obliged to provide evidence proving the authenticity and legality of the goods in question.

4. Motor vehicle import

Used motor vehicles must comply with the Kenyan standard ks1515:2000 and other relevant Kenyan standards or the license certificate issued by kebs batch by batch.

For some motor vehicles (ambulances, drilling rigs drilling rigs, fire trucks / locomotives, disabled vehicles), the two requirements of ks1515-2000 standard for right-hand driving and service life are not applicable, and all other requirements should still be met.
