The New Cross-border E-commerce Policy Has Landed At Chengdu Airport Port
The new cross-border e-commerce policy has landed at Chengdu Airport Port
On March 17th, Chengdu Airport welcomed a special batch of "overseas returnee" packages - cross-border e-commerce products returned from the European market. This marks the official landing of the pilot cross-border e-commerce retail export cross customs return supervision model launched by the General Administration of Customs in December last year in Sichuan, and the smooth guarantee of the first batch of "cross customs return" entry customs clearance supervision at Chengdu Airport Port.

Consumers may return products online due to factors such as product specifications, color, and functionality that are not applicable. It is understood that the batch of "overseas returnee" packages entering from Chengdu airport this time mainly include daily necessities, clothing and other goods. They were previously exported to the European market from ports such as Guangzhou and Shanghai, and consumers applied for returns before returning them to China.
In December last year, the General Administration of Customs launched several measures to optimize the supervision of cross-border e-commerce exports, focusing on further promoting the high-quality development of cross-border e-commerce. It piloted the cross customs return policy for cross-border e-commerce retail exports (9610 model) in 20 directly affiliated customs, including Chengdu, allowing enterprises to flexibly choose the return port.
It is reported that before the first batch of pilot goods for "cross customs return" in Sichuan were launched, Chengdu Customs established a special working group for cross-border e-commerce export supervision. Through the combination of "policy preaching+precise service+customs clearance acceleration", the "three in one" service mechanism was innovatively implemented, which includes comprehensive policy preaching covering key enterprises, full staff business training to meet enterprise needs, full process customs clearance guidance to resolve practical difficulties, and effectively helping enterprises make good use of new policies and measures.
We have provided answers to six specific questions, including 'non original packaging returns' and' batch returns', for 13 home appliance companies through business themed interpretation meetings, customs enterprise discussion meetings, and other forms. By applying convenient measures such as' advance declaration 'and' priority inspection ', and relying on the Chengdu Airlines'' 7 × 24 hour customs clearance guarantee mechanism, we have significantly shortened the cross-border e-commerce clearance time and reduced the overall cost of enterprises. "Wang Xiuhe, the head of the Customs Comprehensive Business Department at Chengdu Shuangliu Airport, said that these measures will provide strong guarantees for the entry and clearance of 'cross customs return' goods.
Kapoklog Logistics Co., Ltd. is a supply chain service provider of the first batch of pilot enterprises. The relevant person in charge of the company said that "cross customs return" allows platform enterprises to "sell globally" without any worries, and also forces enterprises to integrate domestic and foreign warehousing resources and provide reverse logistics solutions. For example, returned goods from overseas markets can be quickly imported through ports such as Chengdu and Nansha, and then re exported through domestic bonded distribution centers, significantly reducing logistics costs and improving return and exchange efficiency.
It is reported that the new policy of "cross customs return" for cross-border e-commerce has been implemented, which will enhance Chengdu's hub position in the global cross-border e-commerce logistics network, effectively fill the gap in cargo capacity of return flights from Europe to Chengdu, and further weave a dense global route network and enrich cargo sources for Chengdu's international aviation hub. At the same time, in the transition from "Huotong Global" to "worry free returns", policy dividends have been transformed into corporate competitiveness, which will also bring new development opportunities for cross-border e-commerce and aviation logistics enterprises.
