Recently, Qingdao Customs launched the "Policy Toolbox" (2025) to promote cross-border trade facilitation, announcing 60 specific measures. 60 measures are based on the actual situation in Shandong, focusing on eight aspects including strengthening policy supply, improving customs clearance efficiency, empowering open platforms, innovating regulatory models, optimizing regulatory processes, improving guarantee mechanisms, facilitating quarantine operations, and deepening service docking, striving to create a market-oriented, rule of law, and international first-class port business environment.
Strengthen policy supply and create a new highland for opening up to the outside world. Optimize the inspection and supervision mode of exported lithium batteries, explore convenient customs clearance measures for imported goods with the same origin of medicine and food, expand the scope of application of high-tech goods control and inspection modes such as vacuum packaging, optimize international cruise ship drug and equipment supply services, participate in the construction of the global "Smart Customs" online cooperation platform and the BRICS Customs Demonstration Center, and deepen international cooperation and exchanges among customs.
Improve customs clearance efficiency and enhance the sense of achievement of enterprise reform. Further optimize the customs clearance mode for imported goods, expand the pilot application of "two certificates in one" for imported motor vehicles, carry out the reform of the "first release, then disposal" operation mode, implement the "pre confirmation of intellectual property status", promote cross-border interconnection through the "single window" of international trade, explore the "artificial intelligence+" supervision mode, comprehensively promote the construction of a smart customs knowledge base, and facilitate cross-border exchanges among business personnel.

Support the comprehensive bonded zone to carry out bonded testing business, expand the pilot program of overlapping functions of oil storage tank bonded warehouses and export supervision warehouses, explore new fuel bonded warehousing and ship refueling models, support the expansion of the comprehensive bonded zone maintenance product catalog, support the implementation of large-scale complete equipment tax protection maintenance, and facilitate the circulation of goods in the comprehensive bonded zone.
