China will build more comprehensive pilot zones for cross-border e-commerce
Cross border e-commerce has a fast development speed, great potential, and strong driving effect, and has become an important force in China's foreign trade development. We need to do a good job in expanding the scope of the new round of cross-border e-commerce comprehensive pilot zone and further broaden its coverage. We need to promote the upgrading of the construction of cross-border e-commerce comprehensive pilot zones, advance regulatory innovation in customs clearance, taxation, foreign exchange, and data flow, make good use of relevant policies to support stable foreign trade, and help enterprises expand their markets, establish brands, and develop better.
Cross border e-commerce, as a vital force in international trade, is showing a rapid growth trend. According to data from the General Administration of Customs, in 2024, China's cross-border e-commerce imports and exports reached 2.63 trillion yuan, a year-on-year increase of 10.8%.
In recent years, China has continuously promoted institutional, management, and service innovation to promote the healthy development of cross-border e-commerce. Among them, the Cross border E-commerce Comprehensive Pilot Zone has played a pioneering role, providing replicable and promotable experience for promoting the healthy development of cross-border e-commerce in China.

Data shows that since 2015, China has established 165 cross-border e-commerce comprehensive pilot zones and gradually built a service framework for cross-border e-commerce comprehensive pilot zones with "six systems and two platforms". Universality refers to the construction of basic elements for the development of cross-border e-commerce, such as infrastructure, logistics platforms, and information and communication. Specificity, on the other hand, requires exploring and establishing reasonable and effective paths based on local product characteristics, market demand, supply chain conditions, and other characteristics.
Specifically, the meeting proposed "promoting the construction and upgrading of the cross-border e-commerce comprehensive pilot zone" and "promoting regulatory innovation in customs clearance, tax, foreign exchange, data flow, etc.".
