The Chengdu International Railway Express (CIRX) has effectively bridged the "last-mile" gap in cross-border logistics and distribution within industrial parks.
On March 18, a specialized symposium on supply-demand alignment between the CIRX and Chengdu's "3+22+N" industrial park system was convened at the Chengdu Private Economy Development Promotion Center. The symposium established three strategic objectives to be achieved by end-2026: (1) full deployment of dedicated CIRX service specialists across all designated industrial parks (100% coverage); (2) enterprise satisfaction exceeding 90%; and (3) institutionalized responsiveness and resolution of logistics demands through closed-loop service mechanisms.
At the event, a senior official from the Chengdu Port and Logistics Office delivered a comprehensive briefing on the *Action Plan for Promoting Comprehensive Integration of Chengdu International Railway Express Services into the "3+22+N" Industrial Park System*. The Plan outlines three interlinked pillars:
- Network Coverage: Deployment of certified CIRX service specialists in every participating park to ensure universal access;
- Demand Precision: Implementation of real-time demand capture, immediate response protocols, and closed-loop follow-up to elevate enterprise satisfaction above 90%;
- Service Effectiveness: Co-development of industry-tailored railway express products-aligned with the core sectors of each park-to strengthen logistical support for enterprises expanding internationally.
During the service rollout segment, Chengdu Port Investment Co., Ltd. presented its standardized operational framework for park-level service integration, including the selection criteria and functional mandate for "CIRX Park Managers." These designated professionals will serve as single-point contacts responsible for policy dissemination, customized solution design, and systematic demand aggregation. Leveraging park-specific enterprise feedback, the company will refine existing rail express offerings, streamline booking procedures, and introduce differentiated service models-including door-to-door, station-to-station, and cold-chain-enabled solutions-to deliver efficient, scalable, and professionally managed cross-border logistics services.
A senior executive of Chengdu Port Investment Co., Ltd. emphasized: "We will optimize flagship services-including the Chengdu–Europe Express and temperature-controlled rail express-based on the distinct industrial profiles of individual parks. By simplifying booking workflows and deploying flexible, demand-responsive service modalities, we aim to provide enterprises with precise, reliable, and value-added international logistics support." This initiative received strong endorsement from attending park representatives, many of whom proactively recorded contact details of assigned service specialists and product specifications for follow-up engagement.
A representative from the Chengdu International Railway Port Economic and Technological Development Zone Management Committee underscored that integrating CIRX services directly into industrial parks constitutes a pivotal strategy to harness the zone's multimodal transport advantages and catalyze high-quality park development.
Looking ahead, Qingbaijiang District will further leverage the Chengdu International Railway Port's status as a national logistics hub and international gateway. Through strengthened government–enterprise collaboration, it will establish an integrated overseas expansion support system-complementing the "Chengdu Products and Enterprises Going Global +" initiative-and advance coordinated export growth across four dimensions: goods, brands, industries, and culture.
